Information: 
Leon Qualls has been convicted of lewd acts with a child and is a registered sex offender. He failed to register as a sex offender pursuant to California Penal Code 290.  On July 16, the SAFE Task Force along with local law enforcement arrested Qualls in San Joaquin County.
